Manager of Operations

Comox Valley Schools (SD71) is a positive, progressive, and growing school district with the mission to inspire engaged, compassionate, resilient lifelong learners, and cultivate a collaborative community together. We are the largest employer in the Comox Valley with over 1,800 employees providing a comprehensive educational program to approximately 10,500 students from StrongStart to Grade 12: 14 elementary, 1 middle, 1 K-9, 3 secondary, 2 alternate schools, and one provincial online learning school. We also host strong educational programs of choice; including: early and late French Immersion, an international student program, robust careers and ADST programing, environmental & outdoor learning, blended learning options, a fine-arts academy, and a Montessori program. In addition, our District presently has eighteen school sites with on-site childcare services operated by independent providers. Our annual operating budget is approximately $120 million.We invite applications for the position of Manager of Operations. Under the direction of the Director of Operations, the successful candidate will be responsible for the supervision and management of employees engaged in the Building Trades, Grounds, and Fleet Mechanics.The Manager is responsible for the development and management of maintenance staff to ensure timely maintenance and improvement measures are initiated and implemented to maximize building and equipment efficiency and lifespan. The Manager is charged with the planning, design, tendering, construction supervision, commissioning, and warranty of assigned facilities maintenance and enhancement projects. The successful applicant will possess superb people skills with the ability to communicate effectively, diplomatically, and tactfully (both orally and in writing). The Manager must have the willingness to recognize, appreciate and promote the abilities, skills, and dedication of the maintenance staff needed to foster a healthy and effective workplace environment.The Manager facilitates effective communication and collaboration with architects, consultants, contractors, and school leadership regarding existing and new building infrastructure as required. They liaise with external stakeholders and partners including City and Municipal authorities. The Manager will be responsible for the development and solicitation of required tenders, RFPs, permits, bid evaluations, contract awards, and overall project management. They carry out regular site visits to survey project progress and ensure general conformance with district practices. The Manager is required to be on-call for building and site incidents and emergencies including assessment of roads and school conditions during severe weather conditions. When necessary, the Manager will provide coverage of duties to other members of the Operations Management Team.

Qualifications: Completion of a minimum 2-year technology diploma in Facilities Management, Civil, Structural, Architectural, Building or Mechanical form BCIT or other professional training in a related field from an accredit institution such as completion of a trades related certificate.

An equivalent combination of experience and education may be considered.

Minimum 5-10 years experience in the construction industry. School environment experience is an asset.

Minimum 3-years experience in a leadership role with supervisory responsibilities in a unionized work environment.

Demonstrated experience and knowledge of project management, capital projects, contract management and negotiations, budget development, business case development, financial controls and analysis and preventative maintenance.

Current knowledge of the BC Building Code, local codes & bylaws, and WorkSafe BC legislation and requirements.

Demonstrated ability to build relationships and communicate effectively with staff, stakeholders, consulting professionals, and contractors.

Demonstrated ability to recognize individual strengths and skills to the benefit of the department as a whole.

Ability to deal with highly confidential and sensitive information with a high-degree of diplomacy and confidentiality.

Ability to read building drawings and specifications.

Experience with a computerized maintenance management system (CMMS) for tracking and reporting on assets, schedule maintenance, and work orders.

Thorough knowledge of MS Office and related project management software.

Valid BC Class 5 Drivers License and clean drivers abstract.
