Nature du travail

Lemploi de directeur des services des ressources humaines comporte la responsabilit de lensemble des programmes et des activits relies la gestion des ressources humaines de la commission scolaire.

Lemploi comporte principalement la responsabilit de lensemble des programmes et activits relatives la dotation, lvaluation, aux relations de travail, la rmunration, la classification et aux avantages sociaux, la sant et la scurit au travail, au perfectionnement, la formation et au dveloppement des ressources humaines, la planification de la main-doeuvre, la gestion de la prsence au travail, la mobilisation des ressources humaines ainsi quau dveloppement organisationnel.

Lemploi consiste assumer un rle important de services-conseils et dexpertise fonctionnelle auprs de la direction gnrale et de tous les gestionnaires de la commission scolaire pour favoriser la gestion optimale des ressources humaines.Responsabilits laborer les orientations et les stratgies de la commission en ce qui concerne les services des ressources humaines dont il a la responsabilit et, le cas chant, dterminer le plan daction annuel.

Assurer le dveloppement de politiques et de programmes relis la gestion des ressources humaines de la commission scolaire, notamment en ce qui a trait la planification des ressources et au renouvellement de la main-doeuvre.

Produire le plan deffectifs de la commission scolaire.

Diriger les activits relatives au recrutement, la slection, lengagement, la probation et la classification des postes du personnel.

Diriger les activits de gestion relatives aux relations de travail telles que : lapplication et linterprtation des conventions collectives et des lois du travail, lanalyse et le rglement des plaintes et des griefs, les ngociations locales.

Sassurer du maintien dun climat harmonieux de relations de travail.

Agir titre de reprsentant de la commission scolaire en matire de relations de travail ou de toute autre matire relevant de sa comptence.

Sassurer de lapplication et du suivi de lensemble des contrats de travail, ainsi que des politiques, des procdures et des directives relatives aux divers rgimes de rmunration et davantages sociaux du personnel.

Sassurer de la conception, de llaboration et de lapplication de lensemble des programmes de sant et scurit pour le pe rsonnel de la commission scolaire.

Sassurer de lanalyse et de lidentification des besoins de dveloppement et de perfectionnement et diriger le dveloppement des programmes de formation et de valorisation du personnel.

Dvelopper et fournir des outils de gestion des ressources humaines adapts aux besoins des tablissements et des autres units administratives.

Mettre en place et supporter les diffrents mcanismes de consultation et de concertation.

Sassurer de la transmission de toute information pertinente afin dassurer un support aux gestionnaires de la commission scolaire.

Intervenir, au besoin, dans les tablissements et les units administratives de la commission scolaire afin dvaluer les situations problmatiques et proposer des solutions appropries.

Assister et conseiller le Directeur Gnral, ainsi que les responsables des autres services et tablissements, pour les services placs sous leur responsabilit.

Gestion gnrale de la commission scolaire Participer la dfinition et la dtermination de la vision, des valeurs organisationnelles, des orientations stratgiques, des objectifs et des priorits.

Participer llaboration et la mise jour des politiques et des rglements; voir lapplication de ceux-ci.

Collaborer llaboration du plan deffectifs et la rpartition budgtaire.

Reprsenter la commission scolaire sur les questions relatives aux services des ressources humaines.

Gestion des ressources humaines, financires, matrielles et d'information Recommander le plan deffectifs.

Procder ou participer la slection du personnel.

Dfinir les tches, diriger, animer le personnel et en assurer la supervision et lvaluation.

laborer un plan de perfectionnement et de formation pour le personnel de lunit administrative.

Assurer la circulation de linformation.

Prparer, administrer le budget et en assurer le suivi.

Identifier les besoins et les priorits et sassurer de la gestion des inventaires en matire de fournitures, dquipements et de matriel.

Sassurer du dveloppement, de lapplication et de la mise jour des ressources informationnelles.

Assumer toute autre responsabilit compatible sa fonction, et qui lui est confie par le Directeur Gnral.

Qualifications et exigences Grade universitaire de 1er cycle dans un champ dtudes appropri sanctionnant un programme dtudes universitaires dune dure minimale de trois ans ou occuper un emploi de hors-cadre ou de cadre, dont les qualifications minimales exigent de dtenir un grade universitaire de 1er cycle, dans une commission scolaire ou un centre de services scolaire.

Huit (8) annes dexprience pertinente.

Exprience de la maintenance, de l'laboration et de la mise en uvre de nouveaux programmes, processus et pratiques en matire de ressources humaines.

Matrise de la Suite Microsoft Office.

Connaissance des normes du travail et d'autres lois applicables.

Bilinguisme franais et anglais.

Exprience de travail dans une organisation complexe et fortement syndique (un atout).

Connaissance du milieu de l'ducation du Qubec (un atout).

Membre dun ordre professionnel CRHA/CHRP (un atout).

Comptences et aptitudes Excellentes aptitudes de communication orale et crite.

Excellentes comptences en matire de relations interpersonnelles et de ngociation, avec une capacit avre influencer et obtenir l'adhsion de diverses parties prenantes.

The position of director of human resources entails responsibility for all the programs and activities pertaining to the management of the human resources of the school board.

The position includes, in particular, responsibility for all the programs and activities pertaining to staffing, evaluation, labour relations, remuneration, classification, fringe benefits, occupational health and safety, professional improvement, human resources development and training, manpower planning, organization of working time, staff mobilization and organizational development.

The position consists in playing a key role in providing advice and expertise to the director general and to all the administrators of the school board so as to promote the optimal management of human resources. Responsibilities Develop the objectives and strategies of the school board dealing with human resources for which the incumbent is responsible and, where applicable, determine the annual action plan.

Ensure that policies and programs related to the human resources management of the school board dealing, in particular, with resource planning and manpower renewal are developed.

Prepare the staffing plan of the school board.

Oversee staff recruitment, selection, engagement, probation and job classification.

Oversee the management activities related to labour relations management such as: application and interpretation of collective agreements and labour laws, analyzing and resolving complaints and grievances as well as local negotiations.

Ensure that a harmonious labour relations climate is maintained.

Act as the representative of the school board in labour relations matters or in any other matter under his or her responsibility.

Ensure the application and follow-up of all labour contracts as well as the policies, procedures and directives relating to the various remuneration and fringe benefit plans for staff.

Ensure the organization, development and implementation of health and safety programs for school board staff.

Ensure that professional improvement needs are identified and analyzed and oversee the development of training and job enrichment programs.

Create and provide human resources management tools adapted to the needs of the institutions and other administrative units.

Put in place and promote consultation and cooperation measures.

Support the administrators of the school board by ensuring that pertinent information is provided to them.

Intervene, if necessary, in the institutions and administrative units of the school board in order to assess problem situations and to find appropriate solutions.

Overall management of the school board Participate in defining and developing the vision, organizational values, strategies, objectives and priorities.

Participate in developing and updating policies and by-laws and ensure that they are applied.

Collaborate with other staff members in preparing the staffing plan and in allocating the budget.

Represent the school board in human resources matters.

Management of human, financial, material and information resources Formulate recommendations concerning the staffing plan.

Select or participate in selecting staff.

Determine the duties; manage and animate staff while ensuring its supervision and evaluation.

Develop a professional improvement and training plan for the staff of the administrative unit.

Ensure that information is circulated.

Prepare, administer and monitor the budget.

Identify the needs and priorities in supplies, equipment and materials as well as ensure proper inventory control.

Ensure that information resources are developed, applied and updated.

Assume any other responsibility compatible with his or her function that may be assigned to him or her by the Director General.

Qualifications and Requirements Undergraduate degree in a relevant field of study certifying a minimum three-year university program OR hold a senior executive or senior staff position in a school board or a school service centre for which an undergraduate degree is required under the minimum qualifications.

Eight (8) years of relevant experience.

Experience maintaining/developing and implementing new HR programs, processes, and practices.

Proficient with Microsoft Office Suite.

Knowledge of labour standards and other applicable laws.

Bilingualism French and English.

Experience working in a highly unionized and complex organization (an asset).

Knowledge of the Quebec education environment (an asset).

Member of a professional order CRHA/CHRP (an asset).

Skills and abilities Excellent verbal and written communication skills.

Excellent interpersonal and negotiation skills, with a demonstrated ability to influence and gain buy-in from various stakeholders.
