Financial Systems/Control Analyst

Up to Three (3) Year Term Assignment

Monday - Friday, 35 Hours per Week

$67,900 to $79,900 (Union Exempt, Level 5)Reporting to the Team Manager, Financial Planning, the Financial Systems/Control Analyst supports the Finance Department by structuring and maintaining the General Ledger in accordance with the Ministry mandated Code of Accounts and Generally Accepted Accounting Principles (GAAP). Responsibilities include, developing and processing complex system interfaces between other primary and secondary systems into the General Ledger; implementing both financial and budgetary controls in the Finance system in order to produce reports that monitor budget performance and to review transaction integrity; providing recommendations to users, managers and finance executives regarding internal controls and processes for efficiency; reviewing system access of users; preparing ad hoc reports for users; supporting the annual budget process and providing costing to facilitate the preparation of grant requests and Labour Relations mandates.

Qualifications

Post-secondary diploma in Accounting and five (5) years of experience working in an accounting environment. This experience should include an understanding of the operations of enterprise resource planning (ERP) systems, with a focus on finance modules and knowledge of financial/payroll/HR transaction business processes. An equivalent combination of education and experience may also be considered.

Ability to audit GL accounts in line with the Minister's Code of Accounts.

Knowledge of accounting/budgetary/forecast processes and practices, ability to produce SOIs and other Ad Hoc reporting for divisions and senior management team

Strong knowledge of the Financial/Payroll and HRP systems used at the District with ERP implementation experience is an asset.

Basic accounting knowledge on producing and interfacing Journal Entries.

Good understanding of FTE structures at the District and ability to produce FTE reports, including Appendix H, and provide recommendations on position control process.

Interpersonal/communication skills to provide and clarify information/data, and respond to inquiries and requests from Board personnel, using tact, diplomacy and with discretion.

Ability to build relationships and communicate effectively with all stakeholders.

Organizational and time management techniques for juggling multiple demands.

Analytical and problem solving skills, including attention to detail and accuracy for audit control functions.

Ability to work as part of a team, being flexible and able to meet tight deadlines.

Proficiency in computer applications including word processing, database SQL and Excel to perform job functions, and accomplish work. Application Process
