Reporting to the Director, Information Technology the Enterprise Project Manager oversees medium to large sized projects within the school district. This role requires an individual who can provide strategic leadership, manage complex technical initiatives, and work collaboratively with business and IT stakeholders to deliver change and improvement projects for school and district services.

In addition to the primary function of planning, organizing, and overseeing technical projects, the Enterprise Project Manager should also have strong business analysis skills. This includes the ability to analyze business requirements, identify areas for improvement, and develop solutions that align with the organizations goals. They should be able to communicate effectively with stakeholders and translate technical concepts into business terms.

The Enterprise Project Manager will foster a culture of excellent project leadership and ensure the successful delivery of a wide range of projects.

Nature & Scope

Manage project delivery using Project Management Institute (PMI) and International Institute of Business Analysis (IIBA) best practices. This involves overseeing project teams and applying leadership skills to ensure successful implementation of projects. Prepare and direct project plans. Track timelines, resources, and budgets. Identify risks and mitigation strategies.

Mature internal project processes by working collaboratively with the IT Management Team to build a transparent environment between projects and operations. Ensure that documentation, change management, problem management and other key elements of ITIL are implemented and followed.

Coordinate with senior management, steering committees, departmental subject matter experts, external consultants, and vendors as required. Responsibilities Direct the project management and business analysis portfolio.

Develop and maintain project management and change management policies, standards, and guidelines.

Lead initiatives to analyze processes and identify opportunities for process improvement and efficiencies.

Establish and maintain effective governance structures to ensure that changes are appropriately identified, managed, and reported.

Manage project budgets and monitor for variances.

Provide regular reporting on the status of the active projects to the IT management team.

Oversee resources for projects, including direct and indirect reports.

In consultation with IT Management, create documents such as presentations, business cases, and briefing notes as required.

Develop and maintain effective relationships with key stakeholders to ensure that risks and concerns are identified and addressed.

Continuously assess and improve the organization's project management and business analysis maturity levels. QUALIFICATIONS

Education & Experience

Bachelors degree in information systems or equivalent education and work experience. A minimum of seven years of IT experience, with five years of related experience as an IT project manager and a minimum of two years of progressively senior leadership roles.

Project Management Professional (PMP) certification (or another comparable designation) is required. Maintaining the certification through the completion of required PDUs will be required and supported.

Considerable knowledge of Business Analysis processes and methodologies. CCBA or CBAP Certification from the IIBA is considered an asset.

Knowledge, Skills, Abilities Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport, influence others, negotiate and mediate resolutions to complex situations.

Strong budget planning, financial management, and resource management skills.

Ability to set and maintain competing priorities through effective management and delegation skills.

Knowledge of relevant legal and regulatory requirements such as BC's FIPPA legislation.

Excellent analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment to meet overall objectives.

Skill in the use of various software applications including the M365 suite of applications such as Teams, Word, Excel, PowerPoint, and Visio.

Highly proficient with project management tools such as Project, Planner, Jira, Basecamp, etc.

Experience with data tools such as Power BI, Power Query, SQL, or structured databases considered an asset.

Demonstrated ongoing career development through active and self-motivated professional development.

Extensive experience in vendor and sourcing management.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
