With a staff of 14,000, the Toronto Catholic is a dynamic school board and is seeking a Head of Capital Development .

This new position will have the overall responsibility to execute a high-profile infrastructure program in the City of Toronto consisting of critical projects, necessary for the delivery of quality education to the students at the TCDSB.The Capital Department

Our department is responsible for the stewardship of hundreds of millions of dollars of new Capital construction, designed to support student learning and promote student success. We work with students and families, teachers and staff, consultants, and contractors to provide safe, sustainable, and supportive environments for learning. The team is responsible for managing the design and construction of all new schools, building additions, childcare centres and outdoor learning spaces. We work to create responsive learning environments that engage and care for students and provide opportunities that inspire curiosity, reflection, collaboration, lifelong learning, and leadership.

Many of our staff are licensed members of the Ontario Association of Architects and support the OAAs role in promoting public appreciation of architecture and the allied arts and sciences, by promoting and improving public institutional architecture through the design of our schools. We work with some of Canadas most renowned architects, and we share our diverse experience in order to continually improve our built environments.

CRITERIA FOR AN INTERVIEW: Minimum four (4) year university degree in Architecture or a related field

Minimum of seven (7) years related experience in a senior management position within a multi-facility organization, managing complicated projects and a team of building design professionals

Membership in the Ontario Association of Architects (OAA)

Proven knowledge and relevant experience related to school programming, design, and construction issues in Ontario

Proven thorough knowledge of consultant and construction contracts and public sector tendering procedures and policies, including relevant government codes and regulations

Proven ability to develop and direct large programs and their associated budgets

Strong analytical, negotiation and problem-solving skills

Proficiency in project management best practices and working with relational databases related to project management and extensive design and construction experience

Proven ability to provide leadership to multi-disciplinary groups including school communities, school administrators, senior staff, consultants, and others required for the project/program delivery

Expertise in budget planning, financial management and workforce management

Experience in developing policies, processes, and/or procedures to improve overall performance

Strong collaborative skills and a proven ability to manage and facilitate discussions, process reviews, workshops, or other similar meetings

Demonstrated verbal and written communication, organizational and interpersonal skills, including presentation and public speaking skills, with the ability of communicating technical concepts to non- technical audiences at various levels

Excellent business analytical and management skills, able to manage multiple projects under strict timelines, and work well in a demanding environment to meet overall objectives and deliverable deadlines

Proven ability to respond successfully in high-pressure and high-stress situations to meet tight timelines

Demonstrated agility and ease of adapting to changing priorities and requirements

High level of personal integrity, as well as the ability to professionally handle confidential matters and show an appropriate level of judgment and maturity

Demonstrated sound political acuity

MAJOR DUTIES AND RESPONSIBILITIES:

Reporting directly to and under the direction of the Superintendent of Capital Development, Asset Management & Renewal, the primary function of the position is to provide leadership to the $700+ million Capital program consisting of several complex and high-profile projects. This position will build team consensus and strong internal relationships, while ensuring project management excellence and continuous improvements in project delivery. Duties and responsibilities will include, but are not limited to the following: Responsible for the strategic direction, management, monitoring and oversight of the Capital Development division, Capital program and Capital initiatives

Support the Superintendent in various executive functions

Liaise with the executive team, senior staff and Board of Trustees

Liaise with other Board departments and Board stakeholders, including school communities/administrators, and partner with Planning and Facilities staff, to deliver the Capital program

Act on behalf of and represent the interests of the Board in dealing with various external agencies, such as the Ministry of Education, authorities having jurisdiction, and municipal councils and committees

Oversee the planning, management, and program administrative duties of the Capital Development department including developing goals/objectives

Track and monitor the overall program schedule and staffing resources

Track and monitor the overall program budget, including prepare program reports, budgets, budget forecasts, and cost/benefit analyses as required

Manage, oversee, and evaluate the process and services of consultants and contractors on capital projects

Evaluate progress against key performance indicators and assess opportunities and risks

Evaluate, develop, and implement continuous improvements to the project delivery model, operational policies, practices, and procedures, including development, oversight, and implementation of building standards for schools

Direct, oversee, supervise, and evaluate activities and performance of Capital staff, including training and development

Perform other duties as assigned or requiredNOTE: This position requires travelling to TCDSB sites, including construction sites, on regular basis. The incumbent must have their own vehicle available to use and a valid Ontario driver's license (eligibility for mileage reimbursement). Requires wearing of appropriate and current safety equipment (PPE -safety shoes, hard hat, vest) for TCDSB construction sites. Diversity and Inclusion:
